The story in one paragraph

A group of residents inside roughly fifty square miles of southern Cumberland County, North Carolina is petitioning the NC General Assembly to incorporate as the Town of Gray's Creek by November 1, 2026. The petitioners need 2,150 signatures (15% of registered voters) to submit. They have published no charter draft, no feasibility study, no legal boundary description, and no zoning draft — a rough boundary map is posted on their site, but no parcel-level legal description. They have circulated two conflicting budgets, one on Facebook and one on their website, differing on revenue, expenses, sales tax, and trash service, and in a June 2026 revision they quietly cut the advertised tax rate from $0.25 to $0.21 per $100. Community meetings at Paradise Acres double as petition-signing drives; the most recent is July 16, 2026. This site is a neighbor-funded review documenting what the petitioners have published, side by side, with the sources.

Quick facts

  • Proposed area: approximately 50 square miles, roughly the geographic footprint of the City of Wilmington (52.6 sq mi) and approaching the size of Cary (60.2 sq mi). Wilmington holds about 115,000 residents on that footprint; the proposed town claims about 20,000.
  • Density: approximately 400 people per square mile, roughly one-sixth the density of Hope Mills (~2,600/sq mi) or Spring Lake (~1,700/sq mi), the two towns the petitioners cite as templates.
  • Population: approximately 20,000 residents, per petitioners' own materials.
  • Signature deadline: November 1, 2026.
  • Signatures required: 2,150 (15% of ~14,300 registered voters).
  • Proposed tax rate: $0.21 per $100 assessed value, lowered from $0.25 in a June 2026 revision. Includes the existing $0.15 fire tax; net increase $0.06 (was $0.10).
  • Conflicting budgets: Facebook lists $17.0M revenue / $11.0M expenses. Website originally listed $13.97M revenue / $7.5M operating expenses / $4.95M one-time capital. In a June 2026 revision the website total rose to about $17.4M, moving toward the Facebook figure.
  • Missing documents (per petitioners' own site): charter draft, feasibility study, legal boundary description, zoning draft — all listed as "In Preparation." A rough boundary map is posted, but no parcel-level legal description or GIS file.
  • Meetings: Thursday July 16, 2026 at Paradise Acres (doors and dinner 5:00 PM, meeting 6:00 PM), billed as open to all with Q&A and petition signing. An earlier meeting was held June 25.
  • Officials' positions: Cumberland County Commissioner Henry Tyson has publicly stated he is neutral and will not take a position. The other July 16 speakers — a sitting state representative, the county sheriff, and a fire chief — have not stated a position. Being listed as a speaker is not an endorsement.
  • Schema overclaim: the petitioners' website declares "@type": "GovernmentOrganization" in machine-readable metadata for "Town of Gray's Creek," while the visible page says "Proposed Incorporation." No town exists.

Recent developments

  • The petitioners have published an affirmative “Case for Incorporation.” We answer it point by point, sourced, on Their Case, Examined.
  • The advertised tax rate was quietly cut from $0.25 to $0.21 per $100 (net increase $0.06) in a June 2026 budget revision; see the revision watch on Budget.
  • Cumberland County Commissioner Henry Tyson has stated he is neutral on the proposal; his full statement is in our Updates log.
  • An independent, resident-run Change.org petition opposing the incorporation is gathering signatures.

Quote-ready statements

The following statements are sourced and on the record. They may be quoted with attribution to "Gray's Creek Facts, a neighbor-funded review of the proposed incorporation."

"A proposal this consequential, with no charter draft, no published budget, no governance structure, and no answer to basic questions about taxation, services, or scope, is not a plan. It is a request for a blank check."
"Hope Mills works because it is tight. Spring Lake works because it is tight. Eight times the footprint and one-sixth the density is a different operating model than either of those towns."
"Championing is a feeling. PFAS authority is a statute. There is no overlap. A new town with a one-to-two-million-dollar budget cannot regulate a multibillion-dollar chemical company, cannot set water standards, cannot enforce against a polluter, and cannot remediate contamination."
"Residents at the July 16 meeting will be pitched the Facebook version of the budget. Residents who later read the website will see something different. Both are public. Both are sourced. The petitioners should be asked, directly: which of these two versions is the one being submitted to the General Assembly?"

Source documents and archives

The petitioners can edit their website at any time. To preserve the record, all of grayscreeknc.com was archived to the Internet Archive on 20 May 2026. The snapshots below are frozen and timestamped.

Note on archives: the petitioners' site is a JavaScript-rendered single-page application. The Wayback Machine captures the initial HTML shell before JavaScript executes, so its archived copies show layout without the loaded content. The live links above show the rendered content. We are working on additional snapshots that capture the rendered page.
